The stadium was the venue selected to host Rugby matches during the World Cup in 2019. About 16,000 temporary seats for audiences were constructed for this World Cup. Currently the site, except the main stadium, is used as an athletic park for citizens.
The stadium was built in the area where Unosumai and Kamaishi Higashi junior high school, which were destroyed by the tsunami, previously existed. Consequently, the stadium and its landscape are designed to share the lessons of the disaster with visitors and, in emergency situations, enable people to immediately and safely evacuate from the ocean.
